Specification Lead

Specification Lead; London; 6 months; £700/day

My client a public sector organisation is looking to hire a Specification Lead for a 6 month contract in London. The Specification Lead will report to the Project Director, along side the Commercial Lead and Project Manager. He/She will have line management responsibility for a Specification Assistant.

Key responsibilities for the Specification Lead include:

1.Identify the key elements for the franchise competition, including:
*Key operational and financial characteristics of the franchise business;
*Drivers of demand or growth
*The links between specification and subsidy/premium
*Key stakeholder requirements for the franchise

2.Clearly articulating, internally and externally, what it is that Government wants the franchise to deliver

3.Developing and maintaining the business case for the franchise

4.Incentivise bidders to participate in the market through the:
*organisation of bidder days
*Development of a prospectus for the franchise.

5.Deriving the overall delivery proposition for franchise, based on evidence and within existing
government policy

6.Producing the specification of the Invitation to Tender (ITT)

7.Proactively managing external technical advisers who are engaged to provide operational, commercial and economic advice

8.Working with the incumbent TOC and maintain relationship to meet the defined requirements including delivering excellent value for money

Experience Required
*Knowledge of Project Management techniques and tools (including MS Project)
*Financial, commercial and operational characteristics of the UK rail industry and in particular of passenger rail franchises
*Procurement of complex service delivery through contractual relationships
*Economic and financial appraisal
*Managing external expert advisers
*Experience with Train Operating Companies
*Engaging and working constructively with a range of external stakeholders
*Willingness to engage and share in knowledge transfer processes

Security Clearance
*BPSS (DS) - Baseline Personnel Security Standard (with a Disclosure Scotland)
