Job description
The National Assembly for Wales uses technology in innovative ways to engage with the people of Wales and provide services for Assembly Members. It is an acknowledged leader in use of technology for legislative bodies.
By the end of July 2014, the Assembly Commission will have completed the transfer of ICT services from outsourced to in-house provision. The Commission has also developed a new ICT Strategy, which will drive a transformation in how ICT services are delivered, resulting in greater choice, flexibility, mobility for users and higher levels of reliability of systems.
The organisation is currently working towards replacing several of its legacy applications with Microsoft SharePoint solutions, which include the replacement of the existing website content management system, the Commission intranet(s) and the introduction of SharePoint as the organisation’s electronic records management system.
The post holder will work in a new team that will be responsible for the design, testing and installation of selected software solutions. The development of solutions will have a strong emphasis on driving efficiency and improving service delivery. The post holder will work closely with the Assembly’s business analysts and staff across the organisation to define requirements and create specifications for development work to be completed in-house or via third party contractors.
Skills and experience required
• Be an experienced application developer - preferably with technical lead experience - with a track record of delivering successful solutions;
• Have experience of developing solutions with Microsoft SharePoint 2010, 2013 or SharePoint for Office 365;
• Have a working knowledge of project management techniques, with experience of managing (multiple) stakeholder requirements;
• Have a sound knowledge of analytical/modeling techniques used in ICT;
• Have experience of working with SQL Server and/or other relational databases
• Have experience of developing solutions with some of the following software languages: C#, Visual Basic,.NET Framework, XML or common web development languages such as HTML, PHP, CSS & JavaScript.
